The Prime Minister, Shri Narendra Modi, led a Cabinet meeting that approved a plan to support Coal/Lignite Gasification Projects by both Government Public Sector Units (PSUs) and the Private Sector. They allocated ₹8,500 cr to encourage these projects, divided into three categories. In Category I, ₹4,050 cr is set aside for up to 3 projects led by Government PSUs, each receiving a lump-sum grant of ₹1,350 cr or 15% of the capital expenditure, whichever is lower. Category II, with ₹3,850 cr, supports both private sector and Government PSUs.
Each project in this category can receive a lump-sum grant of ₹1,000 cr or 15% of the capital expenditure, with at least one project chosen through a tariff-based bidding process. Category III, with ₹600 cr, is for demonstration projects and small-scale gasification plants. The selected entity can receive a lump-sum grant of ₹100 cr or 15% of the capital expenditure, whichever is lower, given they have a minimum capital expenditure of ₹100 cr and a minimum production of 1500 Nm3/hr Syn gas. Categories II and III will be selected through a competitive and transparent bidding process. The grant will be paid in two equal instalments, and the Empowered Group of Secretaries (EGoS), chaired by the Secretary of Coal, has the authority to make necessary changes within the ₹8,500 cr financial allocation.
