Turkey has imposed a definitive anti-dumping duty of 3.95% on cold-rolled stainless flat steel imports originating in China, after the Ministry of Trade’s Import Directorate General published the final decision in the Official Gazette, bringing the measure into force.
The probe was initiated following an application by POSCO Assan TST Çelik San. A.Ş., supported by Trinox Metal San. ve Tic. A.Ş. Turkey’s final ruling maintained findings that imports from China created price pressure in the domestic market and adversely affected local sales and profitability indicators, leading to the uniform duty for all Chinese exporters.
By contrast, imports from Indonesia were found to be below the de minimis level, and the investigation for Indonesia was therefore terminated without duties.
Import data cited in the decision shows Turkey imported 126,201 mt (2021), 214,122 mt (2022) and 166,778 mt (2023) of the product from China, with China’s share of total imports at 35.6%, 57.1% and 50.1% respectively. The covered items fall under multiple HS codes, including 7219 and 7220 series positions.
