Malaysia Renews Anti-Dumping Duties on Chinese, Japanese Iron and Steel Imports

Government Moves to Protect Domestic Steel Industry

Malaysia has extended anti-dumping duties for another five years on cold-rolled coils of iron and non-alloy steelwider than 1,300 mm imported from China and Japan. The decision follows a thorough investigation by the Ministry of Investment, Trade and Industry (MITI), aimed at shielding local manufacturers from unfair trade practices.

Breakdown of Tariff Rates

Japan:

  • Flat anti-dumping duty of 26.39% on all affected imports.

China:

  • Select exporters face duties between 4.76% and 8.74%.

  • All other Chinese producers will be taxed at 26.38%.

Duties Lifted for South Korea and Vietnam

Effective June 24, 2025, anti-dumping duties on similar steel products from South Korea and Vietnam will be removed. However, exemptions will not apply to:

  • Tin mill black plate

  • Automotive-grade cold-rolled steel

  • Transformer fin-wall steel

These specialized materials will remain duty-free regardless of origin.

Strategic Trade Policy Adjustments

This policy revision follows Malaysia’s initial move in January 2025 to impose provisional duties on flat-rolled steel from multiple countries. By refining its approach, Malaysia balances protection of domestic production with regional trade interests.
