The European Union is considering changes to accreditation and emissions verification procedures under CBAM to reflect the difficult operating conditions faced by Ukrainian industry during the war. The discussion was outlined by Nicola Sibona, Head of the Trade and Economic Section at the EU Delegation to Ukraine, at the Ukrainian Iron and Steel Conference 2026.
The issue is critical for Ukraine’s steel sector, which has become increasingly dependent on the EU market. The article says the EU’s share of Ukrainian steel exports rose from 25% in 2013 to 70% currently, and in 2025 Ukraine shipped 3.7 million tons of its 4.7 million tons of total steel exports to EU countries.
At the same time, the pressure from CBAM and the EU’s tighter trade regime is growing. GMK Center reports that CBAM took effect on January 1, 2026, and that Ukrainian steelmakers lost more than 1.1 million tons of export orders in the first quarter of this year. Any easing in verification and accreditation procedures could therefore offer much-needed support to exporters facing compliance, cost and market access challenges.
