Taiwan has launched a complaint at the World Trade Organization (WTO) against Canada over tariffs and quota-based restrictions applied to certain steel and steel-derivative imports, according to a WTO notice. Taiwan participates in the WTO as “Chinese Taipei” and has asked for formal dispute consultations, alleging Canada’s measures breach international trade rules.
The WTO said the complaint concerns Canadian measures imposing tariff-rate quotas (TRQs) and a surtax on imports of certain steel goods, along with a global duty on certain steel-derivative goods.Taiwan’s request was filed on Monday and circulated to WTO members on Thursday.
In its filing, Taiwan argues that a series of measures announced since June including a 50% surtax on some steel goods and a global 25% tariff on certain steel-derivative products appear inconsistent with Canada’s obligations under multiple WTO provisions.
Under WTO procedures, consultations provide a window to resolve the dispute without litigation; if consultations fail after 60 days, Taiwan can request adjudication by a WTO panel.
