Steel ministry eases import norms, extends QCO relief and rolls out SARAL SIMS

The Ministry of Steel has further eased select import rules and extended key quality-control relaxations in a move aimed at balancing regulatory oversight with supply continuity and ease of doing business. According to a statement cited by The Economic Times, the government has scrapped the requirement for importers to seek a no-objection certificate (NOC) or clarification from the ministry for steel grades not covered under any Quality Control Order (QCO). These non-QCO grades have now been fully mapped on the Steel Import Monitoring System (SIMS) portal, allowing importers to directly generate SIMS registrations.

At the same time, the ministry has extended exemptions from mandatory QCO compliance for certain steel and stainless-steel products. For specified Chapter 73 products and three stainless flat standards (IS 6911, IS 5522, IS 15997), the shipment cut-off has been pushed to 31 March 2026, providing additional breathing space for users dependent on these grades.

These steps dovetail with the rollout of SARAL SIMS, under which the SIMS form has been slimmed down from 56 to 20 fields and small or export-linked importers can use a single SIMS number for up to 100 consignments a year, each capped at 10 tonnes. The ministry expects the package to reduce paperwork for MSMEs and traders while keeping quality enforcement intact for QCO-covered grades.
