Govt to Fast-Track BIS Approvals for Taiwan Steel to Aid MSME Exports

The Indian government is set to fast-track Bureau of Indian Standards (BIS) approvals for Taiwanese integrated steel plants, in a move aimed at supporting micro, small, and medium enterprises (MSMEs). The decision follows delays flagged by importers after a quality control order (QCO) issued on 13 June mandated BIS certification for all imported steel raw materials.

According to officials, several Taiwanese plants with integrated steel-making capacity have been awaiting BIS clearances since July. The delays left MSME importers, who had already placed orders and paid advances, struggling to access raw materials. Imports from Taiwan, one of India’s key sources of intermediate and semi-finished steel, have largely stalled since the QCO came into effect.

The issue is critical for MSMEs, which rely on affordable imports to stay competitive, as domestic steel prices remain higher. Industry associations estimate that nearly ₹150 crore in advance payments are stuck due to the approvals backlog. A writ petition has also been filed in the Madras High Court challenging the 13 June notification.

By expediting BIS approvals, the government aims to strike a balance—protecting domestic players while ensuring MSMEs can access vital raw materials for value-added exports.
