Germany Moves to Speed Up Procurement as Steel Industry Demands Stronger Green Rules

 Germany is moving to accelerate public procurement procedures as part of efforts to simplify approvals, support investment and speed up infrastructure and climate-related projects.A parliamentary committee has approved a draft law that raises the threshold for direct contract awards to €50,000 and reduces documentation requirements. The proposal also aims to support small and medium-sized enterprises by encouraging their participation in subcontracting.

While the reform has received broad political backing, Germany’s steel sector says it needs stronger green industry safeguards. The German Steel Federation, WV Stahl, welcomed the move but warned that the draft lacks binding sustainability criteria for low-emission materials such as green steel and cement.

The industry is calling for clear “Made in EU” rules and measurable green procurement standards to create stable demand for climate-friendly steel. Steelmakers say such measures are essential to support ongoing investments in decarbonization and low-emission production.For Europe’s steel industry, the reform could become an important tool, but stronger rules may be needed to turn public spending into real market support for green steel.
