European CBAM Puts Immediate Pressure on Ukrainian Steel Exports

 Europe’s Carbon Border Adjustment Mechanism, or CBAM, is already weighing on Ukrainian steel exports, with producers warning that the new carbon-related cost is pushing European buyers away at a time when the industry is operating under wartime pressure. Ukrainian steelmakers say the mechanism has triggered order cancellations and added fresh uncertainty to one of the country’s most important export sectors.

According to the report, ArcelorMittal Kryvyi Rih said customers pulled back after learning that CBAM-related charges could add around $60 to $90 per ton. The company said all first-quarter 2026 orders, roughly 300,000 tons, were canceled, forcing it to shut down some operations tied to export demand.

Metinvest also flagged serious challenges, saying Ukrainian steelmakers are dealing with shelling, energy disruptions, labor losses, and continued instability while trying to stay aligned with EU rules. Producers are calling for a temporary exemption or transitional support to help them adjust.The EU remains Ukraine’s largest steel export market, and GMK Center estimates CBAM could cut Ukraine’s ferrous metallurgy exports by 2.5 million tons by 2030, underlining the wider risk to trade, output, and industrial recovery.
