China will introduce an export licensing system for certain steel products starting January 1, 2026, covering around 300 customs codes, according to the Ministry of Commerce (MOFCOM) and related notices.
MOFCOM spokesperson He Yadong said the primary purpose is to strengthen monitoring and statistical analysis of steel exports and to track the quality of exported products. The new rules also require firms to submit proof of product quality inspection when applying for export licences, aimed at pushing companies to prioritise quality and invest more in R&D, supporting the steel industry’s “high-quality development.”
MOFCOM added that the policy is consistent with WTO rules and does not impose export volume restrictions or limit business qualifications.
Reuters noted the move comes as China’s strong steel exports have contributed to rising protectionist pressure globally. From January–November 2025, China’s steel exports rose 6.7% year-on-year to 107.72 million tonnes, keeping the country on track for a record year.
