Italy’s Assofermet, representing steel distributors and traders, has urged the European Commission to introduce urgent transitional measures for the Carbon Border Adjustment Mechanism (CBAM), warning that the current framework risks destabilising the EU steel market. The association highlighted that importers are facing rising uncertainty due to fluctuating carbon cost calculations, inconsistent third-country data, and the absence of clear, uniform reporting guidelines. This, they argue, is creating operational and financial pressure at a time when the European steel supply chain is already experiencing subdued demand and squeezed margins.
Assofermet stressed that CBAM’s intention ensuring fair competition and supporting decarbonisation is widely supported by the industry. However, without temporary corrective steps, the mechanism may unintentionally restrict material flows, increase administrative burdens, and distort pricing structures for imported steel products. The association recommended simplified reporting rules, clearer emissions data methodologies, and phased compliance requirements to allow importers adequate time to adapt.
According to Assofermet, ensuring market stability during the transition phase is critical for both distributors and end-users. They noted that the EU must balance climate objectives with the practical realities of steel trade, especially as many downstream sectors rely heavily on predictable and competitive supplies. The association reiterated its readiness to collaborate with policymakers to refine the mechanism for smoother implementation.
