New Delhi, April 30, 2025 — India’s construction equipment manufacturers have raised concerns over the recent safeguard levy on certain steel imports, claiming it has disrupted their raw material supply chains and escalated production costs. The industry, already grappling with volatile steel prices, says the new duty is causing delivery delays and squeezing profit margins.

The government imposed a provisional 12% safeguard levy on select steel categories earlier this month to protect domestic producers from cheap imports. However, construction equipment makers argue that the move has created a shortage of key steel grades essential for fabricating heavy machinery and infrastructure equipment.

The Indian Construction Equipment Manufacturers’ Association (ICEMA) has formally approached the Ministry of Steel, seeking either an exemption for specific steel grades or expedited domestic supply arrangements. According to ICEMA, if the situation persists, it could delay infrastructure projects and derail the government’s ambitious ‘Make in India’ and infrastructure growth initiatives.

The Ministry of Steel has acknowledged the concerns and is reportedly reviewing the representations before the levy’s final notification.
