The WTO Committee on Safeguards has reviewed fresh import restriction measures as steel remains a major focus in global trade discussions. At its April 27 meeting, the committee examined 38 product lines, including 12 steel-related products notified since its previous session in October 2025.
Key discussions centred on safeguard actions by the European Union and the United Kingdom. The EU’s investigation into electrical grain-oriented steel and measures on ferroalloy products drew attention from several WTO members over possible market impact. The UK’s review of tariff quotas on steel imports also became a key point of debate.
Other countries, including Indonesia, Madagascar, the Philippines and Turkey, were also noted for applying protective measures. The United States defended its tariff actions on national security grounds, while India, Brazil and China raised concerns over their impact on the global trading system.For the steel industry, the meeting highlights rising protectionism, excess capacity pressure and growing uncertainty in international steel trade. The next WTO Safeguards Committee meeting is scheduled for October 2026.
