                            France has urged the European Union to implement stronger protections for the steel industry before endorsing the bloc’s target of a 90% emissions reduction by 2040.
In its proposal to EU member states, France called for revisions to the Carbon Border Adjustment Mechanism (CBAM) and the adoption of new trade defense measures by June 2026. It also highlighted the need for financing mechanisms to aid industrial decarbonisation and support triggers if European competitiveness is threatened.
Additionally, Paris has proposed the creation of dedicated markets for low-carbon steel, cement, fertilizers, and fuels, ensuring these sectors remain viable while Europe transitions to a green economy.
The proposals will be debated at the EU leaders’ summit in Brussels in October, where member states aim to align climate ambition with industrial security.
