The World Trade Organization (WTO) has criticised the European Union (EU) for imposing anti-dumping and anti-subsidy duties on stainless steel imports from Indonesia, ruling that several measures violated global trade rules.
The WTO dispute panel concluded that the EU’s investigation and subsequent tariffs on Indonesian stainless steel failed to fully comply with the principles of fairness and transparency under the General Agreement on Tariffs and Trade (GATT).
The EU had earlier introduced duties to counter what it described as unfair state subsidies and dumping practices linked to Indonesia’s nickel export restrictions and cheap stainless steel exports. However, Indonesia argued that the EU’s measures were discriminatory and unjustified.
In its ruling, the WTO asked the European Commission to bring its trade defence policies in line with international obligations. The verdict is seen as a diplomatic win for Indonesia, which has been seeking to protect its downstream stainless steel industry following its ban on raw nickel ore exports.
Trade analysts say the decision could impact global stainless steel supply chains and may prompt the EU to review its existing trade measures against non-EU producers.
