Poland has introduced a comprehensive national Action Plan to guide the sustainable development of its steel industry through 2050. This initiative comes as steel production in the country rises steadily, with a 10.1% increase in 2024 and a further 3.9% growth in early 2025.
The plan is built around six strategic pillars:
Competitiveness – Supporting domestic steelmakers through reforms in public procurement policies.
Energy Efficiency – Expanding support for energy-intensive steel plants and encouraging on-site renewable energy generation.
Environmental Protection – Streamlining the environmental permitting process to speed up green transitions.
Decarbonization – Promoting research and investment in low-carbon steel production technologies.
Circular Economy – Simplifying scrap import regulations to enhance steel recycling.
Security and Policy Stability – Ensuring stable regulatory conditions and long-term growth frameworks.
The Action Plan is a timely response to ongoing challenges in the sector, such as high energy costs and global competition. With operations at Huta Częstochowa restarting in February 2025, Poland’s steel sector is showing signs of robust recovery.
The Ministry of Industry plans to engage stakeholders—including unions and employers—for further input, with a dedicated meeting for steel unions already scheduled.
Poland’s commitment signals a strategic shift towards a cleaner, more resilient, and competitive steel industry aligned with EU climate and economic goals.
