Japanese Steel Industry Criticizes EU Import Regime Over Tougher Quotas And Higher Tariffs

Japan’s steel industry has strongly criticized the European Union’s new steel import regime, warning that the latest trade measures are restricting market access for Japanese steel products. The EU’s new system, effective from July 1, 2026, replaces earlier safeguard measures with tighter tariff-rate quotas and a higher out-of-quota tariff of 50%.

Japanese steel associations said the revised regime has sharply reduced Japan’s country-specific quota to around 800,000 metric tons, far below its average annual steel exports of nearly 1.5 million metric tons to the EU during 2022-2024. Industry bodies argue that the move creates fresh pressure on steel trade between Japan and Europe.The associations also raised concerns over EU anti-dumping actions on hot rolled and cold rolled flat steel imports, saying these measures may not fully reflect the impact of previous safeguard restrictions on trade volumes.

Japan’s steel sector called the EU measures regrettable, especially under the Japan-EU Economic Partnership Agreement. The industry urged the Japanese government to continue negotiations and seek an early resolution through WTO and EPA dispute settlement channels.
