India has imposed an anti-dumping duty on imports of hot rolled flat steel from Vietnam to protect domestic producers from underpriced shipments.
According to a Finance Ministry notification, the levy applies to hot rolled flat products of alloy or non-alloy steel, not clad, plated or coated, with thickness up to 25 mm and width up to 2,100 mm, under headings 7208, 7211, 7225 and 7226. Stainless steel hot rolled products are excluded.
The decision follows the final findings of the Directorate General of Trade Remedies (DGTR), which concluded that these Vietnamese exports were being dumped at prices below their normal value, causing material injury and threat of further injury to Indian mills.
Under the order, Hoa Phat Dung Quat Steel JSC is exempt, while all other Vietnamese producers and exporters will face a fixed duty of USD 121.55 per tonne. The same rate applies where goods are exported from Vietnam by non-Vietnamese producers.
The duty will remain in force for five years, payable in rupees at the prevailing exchange rate. The measure is aimed at supporting capacity utilisation and pricing discipline in India’s flat steel segment while curbing cheap dumped imports from Vietnam.
