China is currently negotiating with the European Union regarding the bloc’s newly introduced steel import restrictions, as trade tensions between the two major economies continue to rise. Chinese officials stated that discussions are taking place under the World Trade Organization (WTO) framework to address concerns over the EU’s new safeguard measures targeting steel imports. The European Union recently approved stricter steel import rules that will reduce tariff-free import quotas and increase duties on excess imports beginning July 1, 2026. The measures are aimed at protecting European steel producers from global overcapacity and low-cost imports, particularly from China.

China’s Ministry of Commerce criticized the restrictions as protectionist and warned that the measures could disrupt bilateral steel trade and global industrial supply chains. Officials emphasized that China is seeking a “win-win” solution through dialogue while maintaining stable trade relations with Europe.

Industry analysts believe the dispute reflects growing global concern over steel overcapacity, trade protectionism, and competitive pressures in international markets. The negotiations are also taking place amid broader discussions around the EU’s Carbon Border Adjustment Mechanism (CBAM), which could further affect carbon-intensive imports such as steel. Experts expect future negotiations between China and the EU to play a major role in shaping global steel trade flows, pricing trends, and industrial supply chain stability in the coming years.
