Thailand Launches Anti-Circumvention Probe on Coated Steel Imports from China

The Thai Department of Foreign Trade (DFT) has initiated an anti-circumvention investigation into coated steel products imported from China, following allegations that Chinese exporters are bypassing existing anti-dumping (AD) duties through minor processing in third countries.

According to an official announcement, the investigation focuses on color-coated and galvanized flat steel suspected of being shipped to Thailand via intermediary nations to avoid tariffs imposed under earlier AD measures.

The probe was launched after complaints from domestic Thai steel producers, who claimed that such practices were distorting the local market and undercutting fair competition.

Authorities will assess trade flows, production records, and country-of-origin data to determine whether the imports in question qualify as circumvention under Thai trade laws.

If proven, Thailand may extend or expand the anti-dumping duties to include the rerouted steel products, aligning with similar enforcement actions taken by other Southeast Asian nations.

The investigation underscores growing regional vigilance against unfair trade practices and the global steel industry’s ongoing challenges in maintaining transparent and rules-based trade.
