Ukraine’s Steel Consumption Jumps 22.6% in Jan–Aug 2025, Imports Cover 37% of Demand

Imports accounted for about 37% or 1.04 million tons

Ukraine’s steel consumption rose sharply in January–August 2025, growing 22.6% year-on-year to 2.81 million tons, according to Ukrmetprom. Imports played a significant role, reaching 1.04 million tons (+25.1% y/y) and covering 37% of domestic demand, up 0.75 percentage points from last year.

Flat rolled products continued to dominate imports, accounting for 70.2% compared to 21% for long products. Though slightly lower than 2024 shares (79.7% and 18.8%), the trend highlights strong demand for flats.

Ukrainian mills produced 4.26 million tons of rolled products in the period, down 1.4% y/y. Exports totaled 2.48 million tons, a 13% decline, reducing their share of output to 58.3% from 66.1% a year earlier. Meanwhile, domestic supply increased 21.2% to 1.77 million tons.

Export composition shifted: flat products rose to 44.4% of shipments (from 39.2%), long products climbed to 23.3% (from 14%), while semi-finished products fell to 32.4% (from 46.8%).

The EU remained the dominant market for Ukrainian steel exports (81.4%), followed by other European countries (8.5%) and the CIS (6.6%). On the import side, Ukraine sourced most steel from other European countries (52.7%), with the EU (23.5%) and Asia (18.2%) trailing.

For comparison, in 2024 Ukraine’s steel consumption fell 6.3% to 3.29 million tons, with imports rising 10.2% to 1.24 million tons and exports up nearly 40% to 4.17 million tons, while production climbed 15.8% to 6.22 million tons.
