Japan Opens Anti-Dumping Probe into Chinese, Taiwanese Stainless Steel Imports

Japan has launched an anti-dumping investigation into cold-rolled stainless steel imports from China and Taiwan, following allegations of underpricing that could harm domestic producers. The joint probe, announced by the Ministry of Finance and the Ministry of Economy, Trade and Industry, comes in response to a formal complaint filed in May by four leading Japanese steelmakers: Nippon Steel, Nippon Yakin Kogyo, NAS Stainless Steel Strip MFG, and Nippon Kinzoku.

According to preliminary findings, Chinese imports are being sold at prices 20% to 50% lower than their domestic market rates, while Taiwanese steel is priced 3% to 20% lower than in Taiwan. These price gaps have reportedly led Japanese buyers to shift towards cheaper imports, forcing domestic companies to cut prices and suffer significant financial losses.

The investigation will assess whether this price undercutting has caused “material injury” to the domestic industry. If confirmed, the Japanese government may impose anti-dumping duties to level the playing field. The probe is scheduled to conclude within one year, adhering to World Trade Organization (WTO) regulations.

This marks Japan’s latest move to protect its manufacturing sector amid rising global competition and trade imbalances. It also aligns with similar actions taken by other countries to safeguard strategic industries from the effects of dumped imports.

The decision could reshape import dynamics and pricing structures in Japan’s stainless steel market in the months ahead.
