Germany Passes Carbon Storage Law to Secure Climate Neutrality

Germany has approved a landmark carbon storage law aimed at strengthening its path to climate neutrality while supporting key industrial sectors.

The law paves the way for building CO₂ transport and storage infrastructure, including undersea storage sites, and allows the conversion of natural gas pipelines for carbon transport. Declaring such projects to be of “overriding public interest,” the legislation will also accelerate planning and approval processes.

The new framework excludes coal-fired power plants but applies to hard-to-abate sectors such as cement, lime, and gas-fired plants. By enabling carbon capture and storage (CCS/CCU), Germany hopes to balance climate commitments with the need to protect industrial competitiveness and jobs.

Officials describe the reform as a crucial step toward meeting the country’s 2045 climate neutrality target while creating legal certainty for future investment in carbon management technologies.
