A new study from Germany has cautioned that the European Union’s proposed ban on steel scrap exports could undermine both competitiveness and the green transition goals of the region’s steel industry.
The study highlights that:
Limiting scrap exports could disrupt global trade flows and harm EU’s trade reputation.
Steelmakers outside the EU, especially in developing countries, would face higher costs and restricted access to raw materials.
The ban could slow down the global shift toward low-carbon steelmaking, where scrap plays a key role.
Industry experts argue that instead of restricting exports, the EU should focus on expanding scrap collection, recycling infrastructure, and efficient use within Europe to ensure sustainability without distorting markets.
